Brendan Smith urges urgent refuge centre for Cavan Monaghan
Brendan Smith spoke about the absence of a dedicated refuge centre in Cavan Monaghan and called for one to be established urgently. He cited a rise in demand for support and warned that current arrangements force families to relocate away from local schools.
Local demand and services
Thurman Services recorded a 35% increase in 2021 on the number of people seeking support in 2019 and provides assistance to both women and men, predominantly women. The organisation also supports families alongside the local authorities through HAP and rent supplement programmes.
Gap in local refuge provision
Cavan and Monaghan are two counties without a dedicated refuge centre, and people who need refuge accommodation currently have to source places in Loudmeet or Sligo. The speaker said those locations are totally unsuitable for families who want to ensure that their children can still attend school while going through trauma.
Call for urgent local provision
The speaker argued it is very urgent that a dedicated refuge centre be established in Cavan Monaghan to prevent displacement of families and to protect children’s schooling and wellbeing during crises.
Government response and next steps
The Taoiseach responded that the County Council and Thurman Services could combine an approach to the Department of Housing as an interim measure. The Department indicated it would work with the County Council and the local service provider to accelerate provision while a medium-term strategy is outlined, and safety requirements were acknowledged.

Taoiseach and Cavan Monaghan are two counties without a dedicated refuge centre. Thurman Services do a very good job locally in the two counties supporting people, both women and men, but predominantly women going through such trauma. Thurman recorded a 35% increase in 2021 on the number of people seeking support in 2019. They support families along with the local authorities through HAP and rent supplement programmes. But Taoiseach, I think it's very urgent that a dedicated refuge centre be established in Cavan Monaghan because if people need a accommodation at the moment in such a centre, they have to either source the accommodation in Loudmeet or Sligo, which is totally unsuitable for families who want to ensure that their children can still attend school while going through such trauma. Thank you. Thank you. Well, again, as I said earlier, my view would be, Deputy Smith, that if, for example, the County Council there, Cavan County Council and Tarman Services could combine an approach to the Department of Housing with a view to providing such a centre, these are the interim approaches we have to take. whilst the strategy outlines the more medium-term. And I think we would be forthcoming and responding to the County Council, working with the local service provider there and group to accelerate the provision. Thank you, Taoiseach. Thank you, Taoiseach. The safety requirements. Thank you. Thank you, Taoiseach. Thanks, Taoiseach. Take care. Take care. Take care. I'm going to break it just as a few light. Take care.
