Victor Boyhan demands rollout timetable for Planning and Development Act

Victor Boyhan demands rollout timetable for Planning and Development Act

Victor Boyhan raised concerns about the Planning and Development Act's publication and implementation timetable. He said the 870-page Act, signed by Uktarar Naheran on 17 September, remains in preparation, with hard copies hard to obtain and the Irish translation pending; he requested a clear schedule for rollout.

Legislation size and publication

He noted the Act runs to 870 pages, was signed on 17 September by Uktarar Naheran, and that people are having difficulty obtaining a hard copy. He asked for clarification on publication and emphasised that translation into Irish is standard and should proceed.

Request for implementation timetable

He urged the publication of a detailed timeline for implementation and a schedule for the sections that will be rolled out. He linked the need for a timetable to commitments in the programme for government and to policy aims such as a town-centred approach, faster planning, and removing obstacles to housing and commercial development.

Planola IT systems and expenditure

He raised concerns about Planola and its IT systems, noting that substantial millions have been spent by that body while a fully rolling-out, functional IT setup has not been achieved. He said he has pursued the issue in recent days and will continue to press for answers.

Next steps in the House

He said he intends to revisit the matter next week in the House and reiterated his request that the full hardcopy publication be made available and that a timeline for the schedule of sections be published.

Thank you. Just one item I want to raise, which is the Planning and Development Act. You know that it was a very substantial document. It is 870 pages. It was signed by Uktarar Naheran on the 17th of September, and we are now heading into March. So one, I understand people are having difficulty even getting a hard copy of this. It's still in the preparation stage. I need to clarify that and check that, but you might check that out. I think it's important that we have this document. I know it has to be translated into Irish as well, and that's standard and right, and should happen. And so therefore the next thing, following on from that, I think it's important, this is a very substantial, the biggest, one of the biggest pieces of legislation that ever went through the Houses of the Oireachtas, of which we spent a sizable amount of time in this House and in the Dáil and in the Joint Oireachtas Committee on Housing Planning and Local Government. So therefore the next thing is we need to see a schedule of the plans for its implementation. And peppered through the commitment for government, the programme for government, it refers to the detail of the Planning Development Act. And of course we talk about town-centred approach, we talk about slicker and more embraced planning issues. We need to fast track planning. We need to take away the obstacles for housing and commercial development. We also will need to look at on board Planola and its IT systems and its IT Planola, and the substantial millions of pounds that has been spent by that body, and yet we still do not have a fully rolling out functional IT board Planola set up. That is something that's ongoing that I am pursuing in the last few days, and I intend to revisit here next week to this House. But I would ask you, at this point, can we see the publication fully in the hardcopy version of it? Can we have a timeline for the schedule of the sections that are going to be rolled out? Because I think that is important. Thank you.
