Danny Healy-Rae denies carbon tax vote, urges housing action
Danny Healy-Rae clarified he never voted for the carbon tax and thanked ministers for budget measures while pressing for urgent action on housing, planning and water in Kerry. He rejected claims about a recent vote, welcomed a VAT cut for hospitality and an increased cap for carers, and called for immediate interventions to unblock local homebuilding.
He said there was no vote on the carbon tax last night and that he has never voted for the carbon tax since 2016. He noted increases were flagged under the nine-year budget passed in 2021 and said other members should clarify their positions.
He thanked ministers for measures in the budget, specifically the reduction in VAT for the hospitality sector and the raising of the cap for carers. He welcomed the help these measures will give to hospitality businesses in "kilarn and around the ringy carry" and to carers who provide full-time support to family members.
He urged more action to help working-class people buy or build houses, pointing to planning permission barriers in Kerry. He highlighted restrictions linked to over a hundred kilometres of national primary and secondary roads in the county, and cited a 2012 transport rule introduced when "leon vratker" was minister as a cause of the problem.
He warned that land around a new bypass has been sterilised, preventing sons and daughters of farmers from obtaining planning permission. He said plans for roughly 160 houses in "canada and kimir" are held up, with two planning applications pending and the council citing a lack of water.
He asked ministers to allocate funds to Irish Water immediately to increase storage and supply so private-sector houses can be built in "kimir" after more than 20 years without new builds. He appealed for ministerial involvement, saying people are leaving the area because they cannot buy or build homes locally.
Carbon tax clarification
He said there was no vote on the carbon tax last night and that he has never voted for the carbon tax since 2016. He noted increases were flagged under the nine-year budget passed in 2021 and said other members should clarify their positions.
Budget measures acknowledged
He thanked ministers for measures in the budget, specifically the reduction in VAT for the hospitality sector and the raising of the cap for carers. He welcomed the help these measures will give to hospitality businesses in "kilarn and around the ringy carry" and to carers who provide full-time support to family members.
Planning restrictions affecting local homebuilding
He urged more action to help working-class people buy or build houses, pointing to planning permission barriers in Kerry. He highlighted restrictions linked to over a hundred kilometres of national primary and secondary roads in the county, and cited a 2012 transport rule introduced when "leon vratker" was minister as a cause of the problem.
Bypass land sterilisation and stalled developments
He warned that land around a new bypass has been sterilised, preventing sons and daughters of farmers from obtaining planning permission. He said plans for roughly 160 houses in "canada and kimir" are held up, with two planning applications pending and the council citing a lack of water.
Water investment plea to ministers
He asked ministers to allocate funds to Irish Water immediately to increase storage and supply so private-sector houses can be built in "kimir" after more than 20 years without new builds. He appealed for ministerial involvement, saying people are leaving the area because they cannot buy or build homes locally.

i'm glad to get the opportunity again to speak this evening and first of all i want to clarify something in relation to this carbon tax it it the question was raised here inside yesterday about the carbon tax and that there was a vote to be held last night by deputy pierce doherty there was no vote and at any time i never voted for the carbon tax i subsequent to that later on last night another shin fein member put up a a a question in his phone to see what way would the helio race vote and the carbon tax later on tonight they know well as well as i knew that there was no vote on carbon tax last night but they knew that the nine-year board part as part of the nine-year budget that was passed in 2021 that that this would come in the increases would come in the morning or last night at 12 o'clock like they were are deemed to do in 2021 which i clearly did not vote for at that time and what other members or other parties did it's up for them to clarify but at any time since i came up here since 2016 i never voted for the carbon tax some members did at the start indeed for a long time and changed their mind in and and and we're sorry for voting for it but that's that part of it ministers i want to thank you uh for the the many of the things that were brought forward in the budget yesterday evening especially want to thank you for the reduction in the vat for the hospitality sector i would have liked uh that could have been brought forward earlier but look it's coming and and we hope that many of the hospitality people in kilarn and around the ringy carry i'll hope that they'll all be able to hang on until that materializes and come in comes in to help them i want to thank you for for raising the cap for the carers because them are the things that both myself and my to look for uh raising the cap for carers because carers do tremendous work many of them give up their their lives and dedicate it to family members or to other people that need help and that wouldn't survive without their help however to the nature of of politics that we have to keep asking and i have other asked in relation to the the building of houses for people that want to buy them and pay for them and build them themselves i believe we need to do a lot more for working class people because they're immigrating highly educated talented people are immigrating because this and the thing that's making them go is they can see that they can come up to the mark to buy a house or build a house for themselves we could help them in places like uh kerry where we could do something about these classes that's stopping them of getting planning permission on sites local to them or in their own sites if you're a farmer sooner or daughter you'll get planning but not if you're a local uh even that you're out the country and want to get a site next door to you you're not able to get that ministers i've highlighted here inside several times there's other planning restriction because there's over a hundred kilometers of national roads in kerry primary and secondary roads you're you're not allowed to get planning permission takes it onto them roads uh out even though the there's exits created there already are instances created already by other family members going back that needs to be changed that was brought in in 2012 by uh when leon vratker was a minister in the transport section that has to be got real because and we have another situation in kerry where the where the the the new bypass is to be built and much of the land has been sterilized around killing going through kill common going going to farm four and all that side of the country the land is sterilized people farmers sons and daughters can't get planning permission in those instances i'm asking to look into those things there's a big hold up for to build 160 houses or so on canada and kimir there's two planning uh permissions the result is to it to be known shortly the council are citing that they don't have water and i'm asking you if you've allocated money to irish water i'm asking that this money be allocated right away to kimir and ensure that the water supply is enhanced to ensure no houses have been built for the private sector in kimir for 20 over 20 years first we didn't have the storage system over 40 million has been provided to increase that until and that obstacle is is cured but now we're finding out that they have no water and they know this with over 10 years thank you so i'm just i'm appealing to kimir for water for to build 169 houses i think that's the amount two applications it is being held up at the present time i'm asking you to get involved in it please i'm pleading with you people are leaving kimir because they can't buy them and build a host could we just have one speaker in the house now at a time excuse me pardon me no in fairness deputy deputy take your seat now thank you and this is about excuse me helen mcanty helen mcanty is in order deputy resume your seat deputy resume your seat now thank you thank you minister
