Robert Troy: Diesel rebate boost for hauliers and bus operators
Robert Troy addressed the Dáil this evening on the financial resolution to amend the mineral oil tax rebate for diesel used by licensed Irish and EU road transport operators. He explained the targeted, temporary nature of the ERS measure and why the government considers it necessary to protect hauliers and passenger transport operators from rising fuel costs.

Thank you Cathaoirleach and thank the deputies for their contribution this evening. The financial resolution amends provisions for a partial repayment of the mineral oil tax on auto diesel purchased in the state and used in qualifying vehicles by licensed Irish and EU road transport operators. As Minister Hayden has earlier indicated, this temporary and targeted measure is in recognition of the specific and detrimental impact of increasing fuel prices on hauliers and passenger transport operators and to the importance of these sectors to the Irish economy. The ERS provides a targeted level of support to operators who keep this country running on a daily basis. As an island economy we rely hugely on hauliers to take our produce and products to us. Passenger transport operators provide invaluable services to schools, businesses and as we look deeper into the spring and summer our tourism sector. The front line of this war may be far from our borders but these are the businesses who are feeling the deadly impact of the situation in the Gulf on our roads. Government has sought to support them including with a backdated measure so that they can operate with certainty over the months ahead. We are seeing how quickly things change and even in the last couple of hours a further update on the Strait of Hormuz. This requires agility and it is agile supports which the government has brought forward today. I will reiterate Minister Hayden's affirmation that the opposition amendment can't be accepted and I understand that has been ruled out of order. The amendment proposed for a report to be produced on the efficiency of an increase in the diesel rebate scheme by 4.5 cents within one week of the passing of this resolution. As the scheme operates on a quarterly basis and that claims can be made up to four months after the end of the quarter full data would be only available to produce such a report until the end of the final claim period. Recent increases being felt by consumers and businesses are driven ultimately by market forces. Overnight changes cannot offset all of these increases but I've said that the government is acting with agility to protect and support as far as practical those people who are on the cold face, our hauliers, our transport operators, our bus operators who bring their children to school, bus operators who bring people to work and the enhancements to the diesel rebate scheme are positive and are targeted at those operators who I've described and there is a clear expectation that this will have a knock-on impact on the customers who use this service.
